BJP asks APCC to prove allegation or tender apology

ITANAGAR, Nov 9: Bhartiya Janata Party (BJP) Arunachal Pradesh has strongly denounced the Congress’ claim that the 21 Congress dissident MLAs  are working at the behest of BJP.

Terming the allegation as baseless and uncalled for, state BJP President Tai Tagak demanded a public apology from APCC chief Padi Richo for the unfounded allegation and dragging the name of his party into their internal tussle.

Challenging the allegation, the state BJP president also demanded the APCC to prove it.

The Congress is trying to divert the attention of the people to cover up its failures by unnecessarily dragging up our name into their internal matter, Tagak said, and flayed the Congress party for failing to control its own MLAs.

He also said that the Congress has lost the credibility to rule the state due to their internal fight. The people of the state give mandate to the Congress during last elections but the government has utterly failed to deliver and made the people the victims of their political fight, Tagak said.

“The ruling government has shown disrespect to the people by halting various central sponsored schemes and other schemes amounting to Rs 516.55 crore per month. The state needs development and the state government must utilize whatever fund comes from Center judiciously”, Tagak said.

He also sought Raj Bhawan’s intervention for the current infighting in the government and appealed him to call a special session of the assembly to prove majority of the present government. He also alleged that the present government is indulging in horse trading using the state exchequer.

Sate BJP chief spokesperson RK Khrimey claimed that these days the Congress is dragging the name of BJP and Raj Bhawan all the time in order to divert the attention of the public from their problem.

He also requested the Congress high commands in New Delhi to interfere and solve their internal party problem as public have been suffering a lot from the their political tussle.

CM insists on continuous monitoring

of ongoing SPA projects

ITANAGAR, Nov 9: Chief Minister Nabam Tuki today insisted on continuous monitoring of on-going SPA projects by concerned heads of the executing agencies.

While expressing satisfaction over the progress of the works during a review meeting of all on-going projects in the state being implemented under Special Plan Allocation (SPA),  Chief Minister also requested the officers to complete the unfinished projects and submit the UCs in a time-bound manner.

He, however, expressed concern over some of the projects being delayed due to litigations and asked the executing agencies to resolve all such issues so that development of the state does not suffer. The CM insisted that all projects should be completed within this working season before onset of monsoons.

The meeting which was attended by all Commissioners and Secretaries of working departments decided that they will personally inspect all projects pertaining to their respective departments and submit detail reports.

The inspection reports will inter-alia include the status and quality of the projects, handing-taking over of assets to user agencies, whether asset has been put to use, by whom, Utilization Certificates and Completion Certificates. Wherever, the Commissioners and Secretaries are not able to reach, the concerned Deputy Commissioners will personally inspect such projects and submit the report.

Tuki asserted that during the inspections the concerned official should also identify critical, priority gaps and propose for inclusion in the next budget. He directed that the inspection spree should be completed and reports submitted by December 31st this year.

Based on these inspection reports, if any misuse of funds is detected, the Chief Minister categorically stated that a thorough enquiry will be initiated and those found responsible will be dealt firmly as per law.

“The pace of development gained in the last four years is unprecedented. We did not make so much progress in the past 30 years that we are doing now,” the CM said. After going through the list of developmental projects – some completed and some ongoing – presented by the concerned departments, the CM also  congratulated all officers and people at the ground level who have made it happen.

He reiterated his call for working as a team and said he will again take a similar review meeting at the end of this working season.

Tuki further directed the departments to send quality photos with details of all such projects for compilation of data of works completed under SPA.“These can be then utilized for publication of a book for the people to know what is actually happening at the ground,” he  added.

He also called for a list of all completed projects and another list of new projects yet to take off.

Meanwhile, Tuki raised the issue of land bank of each department. He asked them to conduct an audit of government land and submit reports on status whether possession is secured and take necessary remedial measures if not.

In the last seven years 2141 projects have been sanctioned under SPA of which about half were taken up after Tuki took over as Chief Minister of the state in November 2011. The Utilization Certificates of the completed projects have been forwarded to the Govt of India. (CM’s media cell)

Rebel MLAs dismiss Cong allegation

ITANAGAR, Nov 9: The 21 rebel MLAs of the state strongly opposed the statement of the Congress party that they have been hobnobbing with the Bharatiya Janata Party (BJP).

They dismissed the allegation as absolutely baseless without any iota of truth.

“We are no less loyal to the party discipline than any other Congress legislator or member in the APCC. Our difference with present CLP leader for his undemocratic and autocratic way of functioning cannot be construed as anti-party activity as we had never gone against the party but the incumbent CLP leader, which is within the ambit of internal democracy of the party,” the 21 MLA stated in a joint press statement.

They said that the allegations made against them are an attempt to divert the core issue of leadership change by painting it with the colours of anti-party activities.

They alleged that the state has plunged into the abyss of financial mis-management and mis-governance that under the leadership of Nabam Tuki which is evident from the State’s present financial conditions. “All sections of society are facing a state of acute financial crunch. Development has come to standstill while corruption is on rise,” they said and apprehended social unrest with further deterioration in law and order in the state under the present leadership.

They reiterated that the only remedy to save Arunachal from bankruptcy and anarchism was change of leadership.

“As a concerned citizen and representative of the people, we cannot see Arunachal going down the drain in the hand of some persons with vested interest and that is why we the legislators are camping here to voice our grievances for change of the leadership within our own party which in no way amounts to anti-party activity,” the press statement added.

It is worth mentioning here that Congress alleged that dissident party MLAs have been working at the command of the BJP. The dissidence was created by a few MLAs at the behest of the BJP, it further said, while APYC alleged that dissident Congress legislators currently camping at Delhi were hobnobbing with central BJP leaders.

meet on Chakma-Hajong issue

President urged to recall Governor on airport remarks

Staff Reporter

ITANAGAR, Nov 9: The All Arunachal Pradesh Students’ Union (AAPSU) has today informed that a review petition filed by the Union in the Supreme Court on Oct 15 last against the Court decision to grant citizenship to Chakma and Hajong refugees is slated to be listed on Nov 19.

In case its appeal is rejected by the Apex Court, there will be a proper referendum on the issue and this will be followed by a state-wide awareness campaign, said AAPSU General Secretary Biru Nasi while addressing the  media persons at Press Club here. Nasi reiterated that the sensitive issue of Chakma and Hajong should not suffer because of the present political turmoil in the state.

The AAPSU GS disclosed that the Union is also going to convene a coordination meeting with the members of Joint Action Committee on Chakma & Hajong of Namsai and Changlang on Nov 13 next to get first hand information and decide on its future course of action. An all party meeting will also be convened which will be attended by the state’s 60 MLAs and 3 MPs to discuss the contentious issue after Nov 19, he said adding that being the elected representatives of the state it is their responsibility too.

Meanwhile, taking strong exception to the Governor’s comment on the Greenfield Airport issue, AAPSU President Kamta Lapung has said that the Governor owes an apology to the state’s people as his statement has hurt their sentiments. The Governor’s attitude is clearly anti-Arunachal and anti-development, Lapung said while adding that the union has already submitted a memorandum to the President of India seeking recall of the incumbent Governor.

The union is also going to organize a rally against Governor, he informed and sought people’s support.

AAPSU general secretary Biru Nasi also urged the government not to politicize a vital development issue like the Greenfield Airport which can  go a long  way in boosting the economy  of the state by creating more job avenues besides, growth of tourism in the state. The state government cannot make land compensation an excuse for not initiating the Greenfield Airport project in either Hollongi or Karsingsa, he said. Speaking about the issue of disproportional land compensations which have been hampering early implementation of the project, Nasi said that the government can shift the Airport project to any other place, the Union has no objection granted the project remains within the state’s territory.

Referring to the Governor’s letter to PM suggesting him to upgrade the existing Airport at Lilabari, North Lakhimpur, Assam, instead of constructing Greenfield Airport in Arunachal Pradesh, Nasi sought justification from him over such a proposal. How can the Governor justify his statement which is clearly against the welfare of the state’s people, his attitude has created an apprehension amongst people especially, over the existing land boundary issue with Assam, a permanent solution to which is yet to arrive, Nasi said.

Who is to be blamed ?

As dust settles in Bihar, the blame game over election debacle is starting to grow within BJP and its allies.  Former chief minister and HAM president Jitan Ram Manjhi on Monday blamed RSS chief Mohan Bhagwat and BJP president Amit Shah for the Bihar debacle. Another BJP MP and party stalwart from Bihar Shatrughan Sinha said poll results could have been different for his party had he been projected as the chief ministerial candidate. Likewise few more senior leaders has come out openly and criticized the way whole election campaign was run.  Majority of murmurs within the party has been directed towards party president Amit Shah.

It is believed that several senior party leaders are not comfortable with the working style of Amit Shah and Prime Minister Narendra Modi. However BJP has ruled out holding anyone responsible for the Bihar rout and rejected criticism even from within that RSS chief Mohan Bhagwat's quota remarks was one of the major reasons for the defeat. The parliamentary board member today met at the party headquarters with Prime Minister Narendra Modi and party President Amit Shah and other top leaders in attendance to review the performance. The party is trying hard to shield Modi-Shah duo. But one cannot deny the fact that entire Bihar election was fought in the name of PM Modi with Amit Shah running the whole campaign. Someone definitely has to take blame for it. Otherwise there will be no difference between BJP and Congress. It is well known fact that Congress party always tries to deflect blame from Gandhis whenever they lose election.

Ways to tackle child labour

Dear Editor,

This is in apropos to the article, "the Child labour: a growing menace in Arunachal", written by Appu Gapak in your esteemed daily.  I too agree with her writing except the gender biasness which depends from family to family. In my opinion the first and foremost agenda of Govt should be upliftment of economically downtrodden people. Economic disparity is one of the vital reasons for ongoing child trafficking everywhere in India whether one agrees or not.

Economic deprivation, lack of education and negligence from the government department are solely responsible for this. It will be wrong to wholly depend on the CWC members, department of ICDS and labour department to solve this ever growing issue. It has been found that family involve in such practice are mostly from rural and illiterate background that are not aware about many central and state government welfare schemes available for them. Not having proper family planning and lack of employment is also one of the major cause like many economically deprived family have too many children with a lone bread earner, with the rapid growing in cost of living and same meager earning to look after the entire family.

The present policy under the department of women and child development, Arunachal Pradesh regarding rescue and handing over the victims back to the family itself is not enough. The policy maker need to find an alternative solution to redress such issue and give an exemplary punishment to the perpetrator involved in such trafficking even if they are family members. The government needs to establish some more rehabilitation centre and child care home as many a times the victim is not willing to go back to their family with apprehension of reselling to other family again. The present Juvenile home in Pasighat is too far and not easily accessible for the habitats of Tawang, East kameng, West Kameng, Kurung Kumey and KraDadi district.  Government need to build and sponsor some more child care home and old age home other then Oju welfare society and Mother's Home in the capital and district headquarter.

So, the need of the hour is that the department of Women and child development should introspect in its way of working  and  take the following agency into confidence like medical, Panchayat members and of course the police department and in coordination with the concern district administration. The Panchayat members those in the grassroot level like gram panchayat and Anchal smiti have a pivotal role to play in this matter as most of the victims are from rural background and it is their duty to create a proper awareness and it is their duty and responsibility to make sure that schemes available for BPL category in the village level are properly implemented. And the medical department also has important role to play. They should give a proper counseling to economically poor and illiterate family about proper family planning like encouragement of tubectomy and vasectomy and proper and timely distribution of contraceptives. And same goes to Police department they have to act swiftly when they are asked to and create legal awareness regarding such crime.

And last but not the least when we talk about child labour or the bondage labour it will be unfair to ignore the problems faced by most backward community of our state known as Puroik/Sulong. Till today the Puroik living in some pockets of Kurung kumey and East Kameng district are deprived of their basic rights, which need immediate Government attention and intervention. They are socially and economically backward in nature. In this 21st century, when many are busy in facebook, twitter and whatsapp the light of development is yet to reach them despite many welfare schemes made for them. Till then I can just pray and hope that they too get their share of benefits some day.

Lessons that Arunachalee leaders need to learn from the Bihar elections

Dear Editor,

Since time immemorial, Magadha/Bihar has always been a land of showstoppers. Chanakya was the architect of the great Mauryan Empire. Jayprakash Narayan, another Bihari, led a successful popular revolt against the imposition of the Emergency in India during 70s. Bihar has always been the cradle of politics in India.  After the Modi-Shah juggernaut was stalled by Aam Aadmi party in the Delhi Assembly election, the victory of the Mahagatbandhan in Bihar has compelled the BJP to start looking for a garage to repair its 'rath' which now has stopped moving.

Political pundits have cited various reasons for the victory of the Mahagatbandhan. Acts of intolerance and the motor mouthed mindless blabbers of the BJP leaders and right-wing fringe groups, the bullying approach of "you are either with the Government or you are a traitor", the usage of cow for votes instead for milks and agriculture, etc. overshadowed the agenda of good governance and development based on which Modi won the 2014 election. Also affecting the fortune of the BJP was the 'arrogance' displayed by some of its leaders, sidelining of its senior leaders in the state and the reign of dissidents orchestrated by the BJP through the 'opportunist' Jitan Ram Manjhi that left Bihar wanting for governance and stability. The people of Bihar were aware of this back stage string pulling which stalled the developmental initiatives introduced by Nitesh Kumar. The list would be incomplete without the mentioning of the monstrous inflation especially that of the dal prices.

To the credit of the Mahagatbandhan, Lalu and Nitesh were able to capitalize on the weaknesses of the BJP and applied the quintessential Chakanya's teaching to good use- "attack on the weaker side of the adversary"- which was leaderless BJP in Bihar which banked heavily on the PM, a 'bahari'. PM Modi should have realized that the DNA of the biharis are made with nothing but that of the 'pride of being a bihari'. The clean image and developmental agenda of Nitesh Kumar was put to the best of use while Lalu consolidated on Mandal politics after all everything is fair in love, war and politics. Rahul Gandhi's decision to fight the election in alliance with the JD (U) and thereby forcing Lalu to join the Mahagadbandan was a masterstroke. Finally 'pappu' has passed the exam and is set for real naukri. It will not be surprising if Congress hastens the coronation of RaGa as the President of the party and perhaps, rightfully so.

The political leaders of Arunachal should learn some lessons from the Bihar elections. Firstly, the leaders have to come down back to the earth and shed off their arrogance especially the younger leaders who touched the sky without working up the ladder. They need to work for the people and not for themselves. People will judge them by their works and not by their positions, empty promises and political rhetoric's. Politics of photo ops and social media networking will be negated by the voters for whom elections are the means to put politicians in the right place.  Development is the only mantra of the new age aspirational politics. Politics of hatred, communalism and false propaganda can't run the long miles of real politics. Dissident movement brewing within the Congress is being watched closely by the people and they are aware of the real picture; that the dissident leaders are being backed by opposition parties, that it is prompted by their greed for power and vengeance, and that they have complete disregard for development and aspirations of the people. The whole episode is putting both the major political parties in bad lights. The central commands of all the parties have to take things seriously. It is high time that all parties work for the State rather than for their political greed and selfish ends or else they should be ready to face the fate that the likes of the Manjhis and the Modis faced in Bihar.

Yours,

Nang Mil
