Changlang district level training under RKSK
CHANGLANG, Nov 9: The district level training for Peer Educator Programme under Rashtriya Kishor Swasthya Karyakaram (RKSK) was held at Changlang from Nov 3 to 7. The training was conducted for Medical Officers, ANM, DCM and Counselors. The resource persons for the training were Dr. Mope Loyi, Dr. T.K. Mondol, Dr Reji Krishnan, Dr. Mrinal Kanti Thakuria and DAHPM Puno Kimsing.

Kalaktang MLA refutes allegation

BJP asks APCC to prove allegation or tender apology
ITANAGAR, Nov 9: Bhartiya Janata Party (BJP) Arunachal Pradesh has strongly denounced the Congress’ claim that the 21 Congress dissident MLAs are working at the behest of BJP.
Terming the allegation as baseless and uncalled for, state BJP President Tai Tagak demanded a public apology from APCC chief Padi Richo for the unfounded allegation and dragging the name of his party into their internal tussle.
Challenging the allegation, the state BJP president also demanded the APCC to prove it.
The Congress is trying to divert the attention of the people to cover up its failures by unnecessarily dragging up our name into their internal matter, Tagak said, and flayed the Congress party for failing to control its own MLAs.
He also said that the Congress has lost the credibility to rule the state due to their internal fight. The people of the state give mandate to the Congress during last elections but the government has utterly failed to deliver and made the people the victims of their political fight, Tagak said.
“The ruling government has shown disrespect to the people by halting various central sponsored schemes and other schemes amounting to Rs 516.55 crore per month. The state needs development and the state government must utilize whatever fund comes from Center judiciously”, Tagak said.
He also sought Raj Bhawan’s intervention for the current infighting in the government and appealed him to call a special session of the assembly to prove majority of the present government. He also alleged that the present government is indulging in horse trading using the state exchequer.
Sate BJP chief spokesperson RK Khrimey claimed that these days the Congress is dragging the name of BJP and Raj Bhawan all the time in order to divert the attention of the public from their problem.

He, however, expressed concern over some of the projects being delayed due to litigations and asked the executing agencies to resolve all such issues so that development of the state does not suffer. The CM insisted that all projects should be completed within this working season before onset of monsoons.
The meeting which was attended by all Commissioners and Secretaries of working departments decided that they will personally inspect all projects pertaining to their respective departments and submit detail reports.

Based on these inspection reports, if any misuse of funds is detected, the Chief Minister categorically stated that a thorough enquiry will be initiated and those found responsible will be dealt firmly as per law.
“The pace of development gained in the last four years is unprecedented. We did not make so much progress in the past 30 years that we are doing now,” the CM said. After going through the list of developmental projects – some completed and some ongoing – presented by the concerned departments, the CM also congratulated all officers and people at the ground level who have made it happen.
He reiterated his call for working as a team and said he will again take a similar review meeting at the end of this working season.
Tuki further directed the departments to send quality photos with details of all such projects for compilation of data of works completed under SPA.“These can be then utilized for publication of a book for the people to know what is actually happening at the ground,” he added.
He also called for a list of all completed projects and another list of new projects yet to take off.
Meanwhile, Tuki raised the issue of land bank of each department. He asked them to conduct an audit of government land and submit reports on status whether possession is secured and take necessary remedial measures if not.
In the last seven years 2141 projects have been sanctioned under SPA of which about half were taken up after Tuki took over as Chief Minister of the state in November 2011. Rs 483272.68 lakhs has been sanctioned for these projects and Rs 361506.66 lakhs has been already utilized. YACHULI, Nov 9: Union Minister of State for Home Affairs Kiren Rijiju has advised the students to be rooted to their culture and traditions and not to be swayed away by westernization. Stating that many people are afraid to come to the Northeast due to terrorism and underground activities, Rijiju also called upon the youths to remove this fear from the hearts of the mainland Indians.
He further said ‘It is your moral duty to be responsible to your college and enrich the institution with your positive contributions. The three years that you spend in this college should be a memoir of your good deeds’.
Earlier after an aerial survey of college campus, Rijiju said that the college has the potential to be one of the top colleges of the state and assured all support for it.
Responding to the memorandum for an approach road and an auditorium, Rijiju directed the authority concerned to prepare the necessary documents and emphasized on inclusion of all the other infrastructural necessities not mentioned in the memorandum as well for early processing. However he felt the need for all the stakeholders to nurture the infrastructure developed with care and commitment and so that every single penny sanctioned for the developmental work should be utilised judiciously.

CC pavement work in full swing
ITANAGAR, Nov 9: The State Government’s commitment to provide the Capital Complex with CC roads would become a reality soon, said SE, PWD, Capital Circle T Kamchi.
The SE informed that the Cement Concrete (CC) pavement works in the Capital Complex is going on in full swing at different locations. Of the total sanctioned 22.76km of CC pavement roads 13.35 km have already been completed, he informed.
The ring roads works starting from the Tempo stand point to Ganga market via Raj Bhawan, Circuit House and ESS sector and the other route from ‘O’ Point to R K Mission via the Panchouli, BSI, Senki Park has been taken up in the first phase while the sub roads and the sector roads would be taken up later on, informed Kamchi.
Further, the construction of ring roads would act as an alternate route for the commuters and also help ease the traffic congestion. The phase wise construction of roads will also ensure systematic coverage of CC roads in the entire Capital Complex instead of haphazard construction, he said.
The SE further informed that the work on CC roads took a break during monsoon due to unfavorable weather. However, the department carried out all the repairing works during monsoon, such repairing of potholes, damaged culverts etc for the safety of the public, informed the SE.

Thousands collect rice on Rice Day in LDV
ROING, Nov 9: Large numbers of people thronged the Fair Price Shops with their bags and basket on the first day of “Rice Day” in Lower Dibang Valley District today. Long queue of Ration Card Holders could be seen in various Fair Price Shops located in and around Roing Township and the nearby villages in Jia, Bolung and Parbuk to collect their PDS Rice this morning.
About 3462 Ration Card holders out of total 12,627 in the district have collected PDS Rice today till filing of this report.
In Parbuk Circle, 75 percent of the card holders have collected their PDS rice today. Reports from the FPS located in remote villages under Hunli and Desali Circles are yet to be received.
The District Administration of Lower Dibang Valley District has earlier declared November 9 and 10 as the “Rice Day” for distribution of PDS Rice in Roing, Koronu, Parbuk, Hunli and Desali Circles of the district. The Fair Price Shops were directed to keep their FPS open compulsorily on November 9 and 10 apart from keeping the FPS open on all working days for effective monitoring of PDS item distribution on these days.

Who is to be blamed ?
As dust settles in Bihar, the blame game over election debacle is starting to grow within BJP and its allies. Former chief minister and HAM president Jitan Ram Manjhi on Monday blamed RSS chief Mohan Bhagwat and BJP president Amit Shah for the Bihar debacle. Another BJP MP and party stalwart from Bihar Shatrughan Sinha said poll results could have been different for his party had he been projected as the chief ministerial candidate. Likewise few more senior leaders has come out openly and criticized the way whole election campaign was run. Majority of murmurs within the party has been directed towards party president Amit Shah.
It is believed that several senior party leaders are not comfortable with the working
style of Amit Shah and Prime Minister Narendra Modi. However BJP has ruled out holding
anyone responsible for the Bihar rout and rejected criticism even from within that
RSS chief Mohan Bhagwat's quota remarks was one of the major reasons for the defeat.
The parliamentary board member today met at the party headquarters with Prime Minister
Narendra Modi and party President Amit Shah and other top leaders in attendance to
review the performance. The party is trying hard to shield Modi-

Ways to tackle child labour
Dear Editor,
This is in apropos to the article, "the Child labour: a growing menace in Arunachal", written by Appu Gapak in your esteemed daily. I too agree with her writing except the gender biasness which depends from family to family. In my opinion the first and foremost agenda of Govt should be upliftment of economically downtrodden people. Economic disparity is one of the vital reasons for ongoing child trafficking everywhere in India whether one agrees or not.
Economic deprivation, lack of education and negligence from the government department are solely responsible for this. It will be wrong to wholly depend on the CWC members, department of ICDS and labour department to solve this ever growing issue. It has been found that family involve in such practice are mostly from rural and illiterate background that are not aware about many central and state government welfare schemes available for them. Not having proper family planning and lack of employment is also one of the major cause like many economically deprived family have too many children with a lone bread earner, with the rapid growing in cost of living and same meager earning to look after the entire family.
The present policy under the department of women and child development, Arunachal Pradesh regarding rescue and handing over the victims back to the family itself is not enough. The policy maker need to find an alternative solution to redress such issue and give an exemplary punishment to the perpetrator involved in such trafficking even if they are family members. The government needs to establish some more rehabilitation centre and child care home as many a times the victim is not willing to go back to their family with apprehension of reselling to other family again. The present Juvenile home in Pasighat is too far and not easily accessible for the habitats of Tawang, East kameng, West Kameng, Kurung Kumey and KraDadi district. Government need to build and sponsor some more child care home and old age home other then Oju welfare society and Mother's Home in the capital and district headquarter.
So, the need of the hour is that the department of Women and child development should introspect in its way of working and take the following agency into confidence like medical, Panchayat members and of course the police department and in coordination with the concern district administration. The Panchayat members those in the grassroot level like gram panchayat and Anchal smiti have a pivotal role to play in this matter as most of the victims are from rural background and it is their duty to create a proper awareness and it is their duty and responsibility to make sure that schemes available for BPL category in the village level are properly implemented. And the medical department also has important role to play. They should give a proper counseling to economically poor and illiterate family about proper family planning like encouragement of tubectomy and vasectomy and proper and timely distribution of contraceptives. And same goes to Police department they have to act swiftly when they are asked to and create legal awareness regarding such crime.
And last but not the least when we talk about child labour or the bondage labour it will be unfair to ignore the problems faced by most backward community of our state known as Puroik/Sulong. Till today the Puroik living in some pockets of Kurung kumey and East Kameng district are deprived of their basic rights, which need immediate Government attention and intervention. They are socially and economically backward in nature. In this 21st century, when many are busy in facebook, twitter and whatsapp the light of development is yet to reach them despite many welfare schemes made for them. Till then I can just pray and hope that they too get their share of benefits some day.

The political leaders of Arunachal should learn some lessons from the Bihar elections. Firstly, the leaders have to come down back to the earth and shed off their arrogance especially the younger leaders who touched the sky without working up the ladder. They need to work for the people and not for themselves. People will judge them by their works and not by their positions, empty promises and political rhetoric's. Politics of photo ops and social media networking will be negated by the voters for whom elections are the means to put politicians in the right place. Development is the only mantra of the new age aspirational politics. Politics of hatred, communalism and false propaganda can't run the long miles of real politics. Dissident movement brewing within the Congress is being watched closely by the people and they are aware of the real picture; that the dissident leaders are being backed by opposition parties, that it is prompted by their greed for power and vengeance, and that they have complete disregard for development and aspirations of the people. The whole episode is putting both the major political parties in bad lights. The central commands of all the parties have to take things seriously. It is high time that all parties work for the State rather than for their political greed and selfish ends or else they should be ready to face the fate that the likes of the Manjhis and the Modis faced in Bihar.
